Overwatch Data raises $15m to point AI agents at fraud and cybercrime

26 October 2026: Overwatch Data, a threat intelligence company for fraud, cyber and risk teams, says it has raised a $15 million Series A led by Mouro Capital. Visa Ventures and Capital One Ventures joined as strategic investors, and PruVen Capital and New Era Capital Partners followed on from earlier rounds.

Not yet independently verified. Overwatch's own site dates its announcement 19 October, but the post refers to Fortune's coverage of the round "this morning", which Fortune dated 26 October; we use the later date. The company's headquarters city is not stated on its own pages. We will update this when it can be confirmed, and remove this note.

A platform for teams that work apart

Overwatch describes itself as an AI-native threat intelligence and risk operations platform. Its agents collect signals about attackers wherever they appear, including in criminal forums and marketplaces, filter out noise, link patterns across sources, and carry an investigation through to a recommended decision with the evidence an analyst needs to check it. Each validated investigation feeds a shared knowledge base, which the company says improves the system with every customer that uses it.

The argument behind it is organisational as much as technical. In his announcement, chief executive and co-founder Arjun Bisen writes that cyber, fraud and onboarding teams "each see a different piece of the same attacker", and that most still work at human speed while AI has made attacks cheaper, faster and more numerous. He cites FBI figures that Americans lost $20.9 billion to cybercrime in 2025, up 26% on the year before.

Who uses it and what the money is for

The company names Visa as a customer, which also explains Visa's place on the investor list. It says one regional bank customer identified six times more critical threats and cut manual triage by more than 20 hours a week per analyst.

The round will extend the agents across more of the risk lifecycle, from continuous monitoring and investigations in criminal undergrounds to merchant onboarding and due diligence, and pay for hiring in engineering, investigations and sales. Jeff Needham, previously chief revenue officer at Flashpoint and Intel 471, joined last year to lead go-to-market.

The founders and the lead investor

Bisen led a user risk team at Stripe covering fraud intelligence and onboarding risk, worked on trust and safety at Google and Twitter, and before that helped write Australia's National Cyber Engagement Strategy in the Foreign Service. His co-founder, Zara Perumal, spent more than a decade building AI systems and leading threat analysis at Google, including in its Threat Analysis Group.

Mouro Capital invests in companies that automate the operations of financial services, and Bisen points to its portfolio in data privacy, model deployment and bank infrastructure as the reason for the choice.

Threat intelligence and fraud tools have usually been bought by different teams, and Overwatch's pitch is that the same agents should serve both. Our catalogue lists 11 financial fraud detection products.
