Peru’s innovation programme ProInnóvate says it will have US$122 million from 2027 and will mix public funds with private-bank credit through technology guarantees, good-payer bonds and regional trusts. No call dates are published yet.

Peru’s ProInnóvate moves to a mixed financing model for 2027, with technology guarantees and regional trusts

24 September 2026 — ProInnóvate, the Peruvian Ministry of Production's programme for business innovation and productive development, announced on 24 September 2026 that it will change how it funds companies. It says that from 2027 it will have US$122 million "to finance more companies and startups through a new mixed financing scheme", and will widen access to support in every region. The announcement was made at the Innovation and Technology Transfer Festival 2026 organised by the Pontificia Universidad Católica del Perú.

What changes

Until now ProInnóvate has mainly paid non-repayable grants through competitions. The press release describes a move to a mixed scheme in which public money is combined with loans from private financial institutions. It names the tools:

  • Technology guarantees: public guarantees that help innovative companies get bank credit.
  • "Good payer" bonds: rewards for borrowers who repay on time.
  • Regional trusts: funds that pool ProInnóvate money with regional and local governments, private funds and international cooperation, to run more competitions focused on particular regions.

ProInnóvate says the aim is to make its support more sustainable. It expects to reach about 10,000 projects in the coming years while continuing non-repayable grants for innovation and productive development across the regions.

What is open now

The programme's 2026 competition calendar lists one current call, "Implementa tu iniciativa circular". It is for micro and small enterprises and cooperatives in textiles and clothing, furniture, leather and footwear, and wood, in Lima, Callao, Arequipa and La Libertad. The calendar also shows:

  • results for regional competitions in Arequipa, Cusco, Ica, La Libertad, Tacna, Piura and San Martín;
  • the second technology-guarantee call and Startup Perú as closed;
  • a note that dates are subject to change and to budget availability.

Not yet independently verified. ProInnóvate has not published when the 2027 scheme starts, which calls it will run, who will be eligible or how much each company can receive. The publisher has not stated it yet; we will update the dates here as we hear from the publisher. We will update this when it can be confirmed, and remove this note.

What to do

  • Peruvian software and technology companies that plan to seek ProInnóvate support in 2027 should expect bank credit backed by guarantees to play a larger part, and prepare financial statements a lender will accept.
  • Firms outside Lima should watch for regional trust competitions run with their regional government.
  • Startups should watch the programme's news page for the next Startup Perú call, which is not yet dated.
