EIT Urban Mobility offers up to €2m a project, next cut-off 28 January

26 October 2026: Consortia building software, data and vehicle services for cities can apply for up to €2 million each from EIT Urban Mobility's Strategic Innovation Open Call, whose fourth cut-off falls on 28 January 2027 at 17:00 CET. The call, backed by the European Institute of Innovation and Technology, has an estimated €60 million to spend over 2026 to 2028 and reimburses up to 65% of eligible project costs, so partners must co-fund at least 35%.

Not yet independently verified. EIT Urban Mobility's call page carries no publication date; the 28 January 2027 cut-off is confirmed by Portugal's innovation agency ANI. The call manual for the fourth cut-off was not yet posted when we read the page. We will update this when it can be confirmed, and remove this note.

Five fields, and cities as a partner

The call funds projects in five sectors: urban logistics; public and shared transport; mobility data management; electrification of transport and alternative fuels; and health and mobility. EIT Urban Mobility says it wants "market-critical" projects that tackle clearly defined problems faced by cities, public authorities and mobility providers, with a clear path to market and the potential to scale across Europe. It names cities as a fourth partner beside education, research and business, and Portugal's innovation agency ANI, which relayed the call to Portuguese applicants, lists companies, cities, public transport operators and technology providers as the kind of members a consortium should have.

A software company selling to transit operators or logistics fleets therefore needs to apply with them, not alone.

Who can apply

It is a multi-beneficiary call. A proposal needs at least two independent legal entities established in two different EU member states or countries associated with Horizon Europe. Special rules for Switzerland and for Hungarian universities are set out in the call manual. Applicants register their organisation on the EIT Urban Mobility Programmes Portal, using their PIC number, and submit through its Grant Management section.

Dates after a submission

The call opened on 19 June 2025 and has five cut-offs: 23 September 2025, 12 February 2026, 18 June 2026, 28 January 2027 and 3 June 2027. After each one the timetable is:

  • eligibility and admissibility check, about 2 weeks
  • expert evaluation and invitations to panel hearings, up to 8 weeks
  • panel hearings and selection, about 2 weeks later
  • results about 2 weeks after the hearings, and projects start about 4 weeks after that

A proposal sent on 28 January can therefore expect a start around late May or June 2027. The last information session was held on 19 October 2026. EIT Urban Mobility's separate SME Market Expansion call, which pays a fixed €60,000 per SME and closes on 1 December, appeared in our Europe calls edition of 26 October. Our mobility software category lists 11 products.
