Luxembourg opens Fit 4 diagnostics to all firms, with aid up to €100,000

13 October 2026: Luxembourg has opened its "Fit 4" diagnostic programmes to companies of every size and raised the subsidy to as much as €100,000 per project. Luxinnovation, the national innovation agency that runs them with the Ministry of the Economy, has also added Fit 4 Cybersecurity, and Fit 4 Digital now pays for in-depth studies such as the specification of new ERP software.

Not yet independently verified. Luxinnovation's page does not give the date the new rates take effect or any application deadline; it says the programmes are "undergoing major changes" and that access is "now" broadened. We will add the dates when Luxinnovation or Guichet.lu publishes them. We will update this when it can be confirmed, and remove this note.

Until now the schemes were mainly open to SMEs in certain sectors. Under the new rules any Luxembourg company can apply, subject to the usual conditions such as a valid business permit from the Ministry of the Economy.

Higher rates and a much higher ceiling

The subsidy rates are now aligned across the programmes:

  • 70 percent for small businesses
  • 60 percent for medium-sized businesses
  • 50 percent for large companies
  • 10 extra percentage points for Fit 4 Sustainability only

The aid must exceed €1,000 and cannot exceed €100,000 per project. The change in ceiling is large. Luxinnovation says the eligible budgets of Fit 4 Digital and Fit 4 Innovation were previously capped at €5,000 and €15,000 respectively. The agency has also taken over the administrative side of the application on Guichet.lu, so companies no longer file it themselves.

Five programmes, one of them new

Each Fit 4 programme pays for an in-depth diagnosis by a private consultant approved by Luxinnovation, ending in a detailed action plan. Luxinnovation says more than 120 companies used them in 2024 and 2025.

Fit 4 Digital used to be a general check of basic digital maturity on a €5,000 budget. It can now fund an evaluation of how a company manages its data, an analysis of where it could automate, or the drafting of specifications for new ERP software. Fit 4 AI covers the adoption of artificial intelligence. Fit 4 Innovation has been renamed Fit 4 Performance, to reflect its focus on internal processes, organisation and resource management, and Fit 4 Sustainability continues.

The new Fit 4 Cybersecurity is run with the Luxembourg House of Cybersecurity and can assess any relevant part of a company's security, from code and architecture to physical security and organisation. "Fit 4 programmes provide a structured assessment, conducted by experts, allowing a company to know precisely where it stands, which actions to prioritise and how to implement them," says Mario Grotz, chief executive of Luxinnovation.

From diagnosis to implementation

The diagnosis is the start, not the end. Inès Baer, head of assessments and roadmaps at Luxinnovation, says carrying out the recommendations can open other aid from the Ministry of the Economy, such as the SME Packages run by the Chamber of Commerce and the Chamber of Skilled Trades and Crafts, which reimburse 70 percent of eligible costs, or the services of the Luxembourg AI Factory.

That sequence matters for an ERP or security project: a company can have the specification or assessment co-funded under Fit 4, then seek separate support for the implementation. Our catalogue lists 86 ERP consultants and 325 cybersecurity companies; a firm planning to use Fit 4 should first check that its chosen consultant is on Luxinnovation's approved list, since only approved consultants qualify.
