2 October 2026 — On 2 October 2026 AWS announced an automated distribution workflow in the AWS Brazil 2P Distribution Program. Eligible software vendors based outside Brazil can grant AWS Brazil the right to distribute their Software-as-a-Service licences, and AWS Brazil then sells them to customers in Brazil. For Brazilian buyers, this changes who invoices them, in which currency and with which taxes.
Not yet independently verified. Single source (AWS What's New). The post gives no start date other than its posting date and does not list tax rates, eligibility rules or fees; those were not checked. We will update this when it can be confirmed, and remove this note.
What changed
Under the programme AWS Brazil is the seller of record. It invoices Brazilian customers in Brazilian reais with the applicable Brazilian taxes. The announcement says authorisations, seller disbursements, withholding-tax calculation, invoicing and seller reporting are all automated.
Vendors take part by agreeing the Brazil 2P distribution terms and creating distribution authorisations through AWS Partner Central or public APIs. AWS Brazil then creates private offers for Brazilian buyers, sets the buyer-facing price, generates the invoices, calculates and withholds taxes and pays the vendor. Vendors follow transactions and payment status in the Seller Insights dashboard.
For buyers, offers are shown in US dollars but invoiced in reais at the exchange rate on the invoice date. Payment can be by Visa, Mastercard or American Express card, or by Pay by Invoice, and a purchase order number can be added. Invoices are available in the AWS Billing Console.
Who is affected
Brazilian companies that buy SaaS from foreign vendors through AWS Marketplace gain a local invoice and avoid handling foreign payments and withholding themselves. Finance and tax teams should note that the exchange rate is fixed on the invoice date, not the offer date, so the reais amount can differ from a quote.
Non-Brazilian SaaS vendors with Brazilian customers are the other group: they can route sales through AWS Brazil instead of invoicing from abroad, but they must accept the distribution terms and see a withholding-tax deduction on each payout. The announcement does not say which vendors qualify.
What to do
- If you buy foreign SaaS in Brazil, ask your top vendors whether they have joined the programme and whether they offer the product as a private offer through AWS Brazil.
- Compare the reais amount, tax treatment and payment terms with your current arrangement before moving a contract. Ask your tax adviser how the withholding and the invoice-date exchange rate affect you.
- Make sure purchase orders are attached at the offer stage, since the service supports a PO number on invoices.
- If you are a foreign SaaS vendor selling into Brazil, read the AWS Marketplace Seller Guide for the Brazil 2P terms and eligibility before creating authorisations.
- Check whether spend through the programme counts toward any AWS commitment you already hold; the announcement does not say, so ask your AWS account team.
