Vietnam adds ap.vn and on.vn domain fees and widens free biz.vn
19 October 2026: Vietnam has set state fees for three new second-level domains under .vn, including ap.vn for software and app developers at 10,000 dong to register and 20,000 dong a year, and has widened its free biz.vn offer to any registered Vietnamese business that does not yet hold a .vn name. Circular 149/2026/TT-BTC, issued by the Ministry of Finance on 8 October, takes effect on 23 November 2026; the free-domain changes apply from 1 January 2027.
Not yet independently verified. We read the circular as summarised by the Ministry of Science and Technology, not its full text on the Ministry of Finance site, and registrars may add their own service charges to the state fees. We will update this when it can be confirmed, and remove this note.
The new fee table
Article 3 of the circular amends the fee rules for the national domain. The three additions, as the Ministry of Science and Technology reports them, are:
| Domain | Meant for | Registration fee | Annual maintenance |
|---|---|---|---|
| ad.vn | advertising, media, marketing and digital content | 50,000 dong | 100,000 dong |
| on.vn | online business, e-commerce and digital services | 100,000 dong | 250,000 dong |
| ap.vn | software and app developers, tech firms, start-ups | 10,000 dong | 20,000 dong |
The ministry describes ap.vn as a low-cost option for individuals, development teams and companies testing and launching digital products. All three sit alongside existing second-level names such as com.vn, org.vn, edu.vn, id.vn and biz.vn.
Free biz.vn no longer limited to new companies
The larger change for businesses is to biz.vn. Until now its fee waiver was limited to enterprises founded within the previous year. Under the circular, enterprises, household businesses, cooperatives, unions of cooperatives and cooperative groups with a Vietnamese registration certificate qualify as long as they do not yet hold a .vn domain, whatever their age. The free period for both biz.vn and id.vn grows from two years to three, with maintenance fees charged from the first day of the fourth year.
The id.vn waiver covers Vietnamese citizens aged 18 to 23. Both waivers apply from 1 January 2027 to 31 December 2030, to one newly registered domain per eligible holder, so a company that registers in December 2026 would miss the extended offer.
Who should look at it
Agencies and developers that set up web presence for Vietnamese clients now have a free route for established small firms as well as new ones, and a cheap developer namespace for test and product sites. The Vietnam Internet Network Information Center (VNNIC) says it will work with provinces, associations and accredited .vn registrars to explain the policy. Our ranking of companies in Vietnam covers 92 firms in four categories, led by app development (43), software development (19) and IT service providers (15).
