Qatar gives multinationals until January to register for minimum tax

4 November 2026: Qatar's General Tax Authority has moved the registration deadline for its Global and Domestic Minimum Tax to 31 January 2027. The extension applies to multinational enterprise groups and joint venture groups, which register through the Authority's Dhareeba platform.

Not yet independently verified. The Authority's announcement does not give the previous deadline, the penalty for missing the new one or the thresholds for who is in scope, and we have not read the underlying law. We will update this when it can be confirmed, and remove this note.

What the Authority announced

The Authority calls on all groups subject to the provisions to finish registering "no later than 31 January 2027", and to use the extra time to prepare the data the process requires. The registration service opened on 2 August 2026, so groups that started early have already seen the forms.

Registration does two things. It collects the required data from the group, and it appoints a Designated Local Entity. That entity is responsible for registration, notification and tax return filing in Qatar.

The appointment is the step to settle first

Naming a Designated Local Entity is a decision for the group rather than a form for one finance clerk. A group with several Qatari companies has to choose which one takes on those duties and make sure it has access to the group data behind them. A joint venture group may need its partners to agree.

Three things are worth checking before January:

  • Which legal entity in Qatar will be named, and who there holds the Dhareeba access
  • Where the group data requested at registration sits, and who outside Qatar has to supply it
  • Whether the group's tax advisers read the law as bringing it into scope

The last point matters because the announcement gives no thresholds, so it cannot settle who is covered. A group should not read the notice as proof either way.

What the notice leaves out

The page does not say what the previous deadline was, and it mentions no penalty for missing the new one. It also says nothing on when the first return falls due, which is a separate date for tax teams to confirm with the Authority.

For tax-technology vendors selling into the Gulf, the extension moves customer work on Qatar's registration data into January. Our tax software and accounting software listings are where to compare what such tools offer.

The Authority's news list also shows that Qatar attended the 18th meeting of the OECD Inclusive Framework in Paris, in an item dated 30 October.
