Luxembourg’s Business Partnership Facility co-finances up to 300,000 euros for innovative projects in developing countries, apply by 31 October 2026

16 September 2026 — Luxinnovation, Luxembourg's national innovation agency, announced on 16 September 2026 that the Business Partnership Facility (BPF) has opened its 16th call for projects. The BPF co-finances innovative ventures by companies based in Luxembourg or the European Union, carried out with partners in developing countries. Applications close on 31 October 2026.

What it offers

• Amount: co-financing of up to 300,000 euros per project.
• Purpose: turning local challenges in developing countries into opportunities for innovation, growth and sustainable development, while giving the company a route into new markets and long-term partnerships.
• Who funds it: the facility is an initiative of Luxembourg Cooperation, funded by the Directorate for Development Cooperation and Humanitarian Affairs of Luxembourg's foreign ministry. It is implemented by LuxDev, the Luxembourg Development Cooperation Agency, with the Luxembourg Chamber of Commerce, Luxinnovation and the Ministry of the Economy.

The facility is ten years old this year. Luxinnovation says it has supported more than 50 projects in that time. Those projects leveraged 15 million euros of public and private investment and, taken together, created more than 2,200 jobs.

Who can apply

According to the announcement, the call is open to companies based in Luxembourg or elsewhere in the EU that have an innovative technology or expertise and a project that can be deployed with a partner in a developing country. Luxinnovation's national funding team says it will help applicants assess their eligibility, refine their project concepts and strengthen their proposals.

How selection works

Applications are submitted online, and selection has two stages:

• pre-selection, based on an initial application form submitted by 31 October 2026;
• final selection, scheduled for the first half of the following year.

Not yet independently verified. Luxinnovation’s announcement gives the final-selection stage only as “the first half” of the following year, with no exact date. The publisher has not stated it yet; we will update the dates here as we hear from the publisher. We will update this when it can be confirmed, and remove this note.

Why it matters for software firms

For a software or digital-services company, the BPF is one of few public instruments that pays toward a first deployment in an emerging market rather than toward research. Examples of fits are a payments, health-records, agriculture-data or education platform piloted with a local partner. The partner in the developing country is part of the project from the start, so the application needs that relationship in place.

What to do

• Luxembourg and EU software firms with a partner in a developing country should contact Luxinnovation's national funding team before submitting.
• Have the local partner confirmed before 31 October; the project is joint.
• Plan for a decision in the first half of next year, and budget the company's own share of the co-financing.
