Indonesia gives seven digital services until 1 October to register or face blocking; Shopify commits to register

Indonesia’s digital ministry Komdigi has warned seven private electronic system operators, including a foreign app, that access may be cut if they are not registered by 1 October 2026. Shopify and Pelita Air have committed to register.

27 September 2026 — Indonesia's Ministry of Communication and Digital Affairs (Komdigi) said on 27 September 2026 that it has sent written warnings to seven private electronic system operators (PSE Lingkup Privat) that had not registered by 22 September. If they are still unregistered on 1 October 2026, Komdigi will take administrative action, which can include cutting access to the service in Indonesia.

Who was named

  • Warned (seven): PT Haryanto Motor Indonesia, PT Indo Transport Abdimas, PT Rosalia Indah Transport, PT Sebastian Citra Indonesia (rotio.id), PT Sriwijaya Air, PT Sudiro Tungga Jaya, and Secret Industries Pty Ltd, the Australian company behind the FatSecret app and fatsecret.co.id.
  • Committed to register (two): Shopify Inc, for shopify.com and the Shopify app, and PT Pelita Air Service.
  • Already complied: 16 of the 25 operators Komdigi had notified, including KCIC, Lion Air, Super Air Jet and Transjakarta.

The rule behind it

Indonesian law requires private-scope electronic system operators, domestic and foreign, that serve users in Indonesia to register with the ministry. Komdigi publishes a registration guide at s.komdigi.go.id/pendaftaranpseprivat.

Who is affected

Any company offering an app, website or online service to users in Indonesia: SaaS vendors, e-commerce platforms, marketplaces, travel and transport booking services, payment services. Indonesian merchants who build their shops on a foreign platform depend on that platform's registration.

What to do

  • Indonesian merchants on Shopify: watch for Shopify completing its registration, and keep a plan for your storefront if access is disrupted.
  • Foreign SaaS vendors with Indonesian users: check whether your service needs PSE registration and whether it is done; the obligation is not limited to Indonesian companies.
  • Buyers in Indonesia choosing a software or online-service provider: ask for its PSE registration before signing.

Not yet independently verified. This rests on Komdigi’s own press release, read in a browser; no independent report of the warnings was found. We will update this when it can be confirmed, and remove this note.
