2 October 2026 — Chile's Financial Market Commission (CMF) has launched ATENA (Ambiente Tecnológico de Experimentación y Nuevas Aplicaciones), a test environment for the country's Open Finance System, built with the Inter-American Development Bank. Chocale reported the launch on 30 September 2026 and DPL News on 1 October.
Not yet independently verified. This rests on two Chilean outlets’ reports; the CMF’s own pages did not answer from our location and were not read. No deadline for joining the sandbox has been stated. We will update this when it can be confirmed, and remove this note.
What ATENA is
The Open Finance System created by Chile's Fintec Law (Law 21.521) will require banks and other institutions to share customer data and initiate payments through standard interfaces when customers consent. It applies gradually from July 2027. ATENA lets institutions prepare without touching real customers. According to the reports:
- it uses fictional data;
- participants can test their integration, interoperability with the Participants Directory, digital credentials and certification;
- service providers, such as fintechs, can test against simulated financial institutions;
- use is voluntary.
The steps described are: request access to the sandbox and directory, upload a certificate and configuration, test against the directory, test against simulated institutions, and then certify.
Why it matters
Open-finance deadlines elsewhere have shown that the hard part is not the API specification but certificates, directories, consent flows and testing against many counterparties at once. A shared sandbox a year before the obligations start gives the market time to find those problems early.
Who should act
- Banks, card issuers and payment providers in Chile that will be data holders: start integration and certification tests now; your obligations are the ones with dates attached.
- Fintechs and data-using service providers: test your consent and data flows against the simulated institutions before you need real ones.
- API-management, identity and security vendors serving Chilean finance: check your product against the directory and certificate model, because your clients will ask.
