Mexico delays electronic customs value filing to 31 October
14 October 2026: Mexico's tax authority SAT, its customs agency ANAM and the digital transformation agency ATDT have extended the deadline for filing the Electronic Value Declaration (Manifestacion de Valor Electronica, MVE) to 31 October 2026. From 1 November the filing moves to the Single Window for Foreign Trade Procedures (VUTCE) in stages, depending on the customs regime under which the goods are declared. Importers, customs brokers and the software that feeds their declarations have a few more weeks to adapt.
Not yet independently verified. The page was read from our own fetch of the gob.mx release because the site returned a bot check to a direct request. The rule text in the Diario Oficial and the SAT advance version were not opened. We will update this when it can be confirmed, and remove this note.
The phased dates by customs regime
The three agencies say the gradual schedule is meant to give foreign-trade users more time to make adjustments and get used to the new electronic scheme. The dates, as published:
- 1 November 2026: processing, transformation or repair in a bonded warehouse area.
- 15 November 2026: strategic bonded area.
- 1 December 2026: transit of goods.
- 15 December 2026: bonded warehouse (deposito fiscal).
- 1 January 2027: temporary imports.
- 15 January 2027: permanent imports.
Permanent imports, the largest regime by volume for most importers, therefore come last, about two and a half months after the first group.
The rule behind the change
The extension was published in the first advance version of the third resolution of changes to the General Foreign Trade Rules (RGCE) for 2026, posted on the SAT portal. It updates the eleventh transitional provision of the RGCE that appeared in the Diario Oficial de la Federacion on 27 December 2025, as later amended. An advance version is a pre-publication text, so the final wording in the Diario Oficial is the one to rely on.
Simplifications that remain
The agencies keep two relaxations in place. Filers do not have to transmit transport documents, the certificate of origin or the document proving a guarantee paid into the customs guarantee account, provided these are attached to the corresponding customs entry (pedimento). They may also send a single form with general information on the contracts linked to the MVE rather than submitting each contract through VUTCE.
The agencies describe the measure as part of modernising and simplifying foreign-trade processes with digital tools.
Who needs to act
Companies that import into Mexico, and the brokers who file for them, should check which regime each of their shipments uses, since the start date differs by up to two and a half months. Customs and trade-compliance software vendors have the same calendar to meet: their MVE transmission to VUTCE must work for each regime on its date. The one fixed point is 31 October, the last day of the current deadline.
