China drafts mandatory car data security and automated parking standards
20 October 2026: China's Ministry of Industry and Information Technology (MIIT) has opened a public consultation on draft versions of five mandatory national standards for vehicles, among them Automobile Data Security Requirements and two safety standards for parking functions in intelligent connected vehicles. Comments are due by 19 December 2026. Mandatory national standards in China bind every vehicle sold there, so carmakers, suppliers and software providers selling into the market need to read the drafts now.
Not yet independently verified. We have read MIIT's notice but not the draft texts attached to it, so the specific requirements and the proposed effective dates are not given here. We will update this when it can be confirmed, and remove this note.
The five drafts
MIIT's Equipment Industry Department I prepared the drafts with the national automotive standardisation technical committee under China's Standardisation Law and the rules on mandatory national standards. They are:
- Automobile Data Security Requirements;
- installation requirements for exterior lighting and light-signalling devices on cars and trailers;
- in-vehicle wireless broadcast receiving systems;
- safety requirements for combined parking driver assistance systems in intelligent connected vehicles;
- safety requirements for automated parking systems in intelligent connected vehicles.
Each draft is published with an explanatory note. Feedback is accepted in writing, signed by individuals or stamped by organisations with contact details, or by email to vehicle@miit.gov.cn, using MIIT's feedback form for mandatory national standards, which is attached to the notice with the ten draft and explanatory documents; the department also lists a fax number and its postal address in Beijing's Xicheng district.
Data security becomes a vehicle standard
The data security draft is the one with the widest reach. As a mandatory national standard it would become part of the technical requirements a vehicle has to meet rather than guidance, which puts the software and systems that collect and process vehicle data within its reach.
The two parking standards cover combined parking driver assistance, where the driver remains responsible, and automated parking systems, both in intelligent connected vehicles.
A wider standards plan in parallel
On the same day MIIT's Science and Technology Department put a draft Guide to Building the National Internet of Vehicles Industry Standards System (2026 edition) on public display until 18 November, the framework within which these and future connected-vehicle standards are planned. Our coverage of MIIT's earlier consultation on 29 recommended connected-vehicle supply-chain cybersecurity standards closes on 29 October.
