Ukraine’s Ministry of Digital Transformation says excise businesses must move all eExcise testing to the Sandbox from 5 October 2026, when the production environment closes to tests, and that production opens for full registration on 12 October.

Ukraine’s electronic excise system: testing moves to the Sandbox only from 5 October 2026, and live registration opens on 12 October

2 October 2026 — Ukraine's Ministry of Digital Transformation, working with the Ministry of Finance and the State Tax Service, announced on 30 September 2026 an expanded Sandbox for eExcise, the country's electronic system for excise stamps and the movement of excise goods. The announcement sets two dates that every business connected to the system, and every software vendor integrating with it, needs to plan around.

Not yet independently verified. This rests on the ministry’s own announcement, read in Ukrainian; no independent report was checked. We will update this when it can be confirmed, and remove this note.

The two dates

  • From 5 October 2026, economic operators must move all testing to the Sandbox platform. The production environment is then closed to testing.
  • From 12 October 2026, the production environment opens for full registration.

The expanded Sandbox lets businesses create test profiles for market participants with specific roles, use ready-made API collections for integration, try the latest eExcise version before release, and run load tests with many simultaneous operations. The ministry names the test environment as my-sb.xtrace.org.ua and the API documentation as api-sb.xtrace.org.ua.

Who is affected

Producers, importers, wholesalers and retailers of excise goods in Ukraine, such as alcohol, tobacco and fuel, and the ERP, warehouse, point-of-sale and track-and-trace software they use. Any integration still pointed at the production environment for testing after 5 October will stop working for that purpose.

What to do

  • Repoint test integrations to the Sandbox before 5 October and confirm credentials and roles there.
  • Run load tests in the Sandbox for peak volumes, such as month-end and holiday shipping.
  • Prepare registration of every participant and location in production from 12 October, with the documents the State Tax Service requires.
  • Software vendors should tell customers which version of their integration supports the current eExcise release, and test against the Sandbox's newest version before each release reaches production.
