2 October 2026 — South Korea's Ministry of Science and ICT (MSIT) has set out two parallel tracks for government support of AI models, Korea JoongAng Daily reported on 2 October 2026, after confusion over the future of the country's sovereign AI model project.

Not yet independently verified. Single source: one Korean outlet's report of the ministry's briefing; we have not found the Ministry of Science and ICT's own release. The frontier programme's budget figure is a proposal awaiting the National Assembly. We will update this when it can be confirmed, and remove this note.

The two tracks

According to the report:

  • The Sovereign AI Foundation Model Project continues. SK Telecom, LG AI Research and Upstage are competing for the two final places in the project, which aims to give Korea home-grown foundation models.
  • A new frontier-model programme will run alongside it, backed by a proposed ₩4.7 trillion in the 2027 budget. Applications would open once the budget is finalised at the end of the year, with work possibly starting in February 2027, when the sovereign project's finalists are decided.

Who is affected

Korean AI model developers and startups that could join consortia; cloud, data-centre and GPU suppliers that would provide compute for funded projects; and enterprises and public bodies in Korea that may be steered towards domestic models.

What to do

  1. Korean AI companies: prepare consortium partners, compute plans and technical proposals now, ahead of a call expected around the turn of the year.
  2. Infrastructure suppliers: expect demand for GPU capacity and data-centre services linked to funded projects.
  3. Enterprise buyers in Korea: watch which models emerge from the sovereign project, since public-sector procurement may favour them.
  4. Watch for the National Assembly's decision on the 2027 budget and the ministry's formal call.

Governments in Korea, Japan, Europe and the Gulf are funding national AI models for reasons of sovereignty and industrial policy. For buyers, these programmes shape which local models are supported for years, and which vendors win government work.
