25 September 2026 — Pakistan's Federal Board of Revenue (FBR) made three changes on 25 September 2026 that affect every sales tax-registered business. A new notification, S.R.O. 1655(I)/2026, lets the FBR's computer system check sales tax returns and send businesses notices of errors through IRIS, with short deadlines to reply. The FBR also set up a National Faceless Centre to run audits and assessments without face-to-face contact. And it gave some large taxpayers until 30 September to file their August returns. ProPakistani reported all three.
Automated scrutiny of sales tax returns
S.R.O. 1655(I)/2026 adds a new Chapter XII-A to the Sales Tax Rules, 2006. Under it:
- The FBR's system may carry out automated scrutiny and cross-matching of sales tax returns against other data it holds, and send an "advance intimation" through IRIS pointing out factual or legal mistakes or discrepancies.
- The same notice can also be sent by the Inland Revenue officer with jurisdiction.
- Each notice must give at least seven days to clarify, correct or take other action. If there is no reply, a reminder follows with at least another seven days.
- Notices, replies and actions are recorded on a system dashboard and passed to the jurisdictional officer, who decides whether to take action under the Sales Tax Act, 1990.
The procedure is meant to let businesses fix errors before legal or penal action starts. It also means discrepancies between your return and your buyers' and suppliers' data will be flagged by machine, and the clock starts when the notice lands in IRIS.
Faceless audits and assessments
The FBR's press release says audit cases will now be selected by a computerised, risk-based system and assigned automatically to an officer anywhere in the country, whose identity the taxpayer will not know. One officer audits, a second assesses and a third reviews before any order. Notices, replies and hearings will all be electronic through IRIS; physical verification or recovery, where the law requires it, goes to a separate field team. The FBR says the centre draws its authority from the Finance Act, 2026.
August return deadline
An FBR letter of 25 September extends the August 2026 sales tax and federal excise return deadline to 30 September for electricity distribution companies, K-Electric and taxpayers added to Sales Tax General Order 10/2026, citing technical issues with "system linkages of corporate entities". The extension applies only if the tax due was deposited by the original date.
Separately, ProPakistani reported on 24 September that tax consultants and businesses say some sales tax registrations have been suspended, apparently for not integrating invoicing systems with the FBR, without notice. That account comes from taxpayers quoted by the outlet; we found no FBR statement on it.
Who is affected
All sales tax-registered businesses in Pakistan, including software houses, IT and BPO exporters with local sales tax registration, distributors, and their accountants and tax advisers.
What to do
- Make sure someone checks IRIS at least every few days; seven days is the minimum reply window, not a guaranteed one.
- Reconcile sales tax returns against purchase and sales data your counterparties report before filing.
- If you are on STGO 10/2026, confirm the August tax was paid on time and file by 30 September.
- Check your registration status on the Active Taxpayer List now, and confirm your invoicing system integration if you are required to integrate.
- Ask your tax adviser how they will handle electronic hearings and notices under the faceless system.
