Arcadia Inc. (株式会社アルカディア) is a Japanese software company founded on 1 June 1993 and based in Minoh City, Osaka. It runs internet services on a monthly subscription model, mainly for disaster prevention, disaster mitigation and firefighting, and says they are used by more than 2,000 local governments and government agencies. In October 2026 the company published notices about unauthorised access to its systems.

What it does

The best known service is SpeeCAN RAIDEN, which sends the same message by email and telephone at the same time to many recipients. A related service, 119RAIDEN, is aimed at fire services. NET119 is an emergency reporting system for people who are hearing or speech impaired. Other products include HAZARDON, a disaster prevention app that is free for residents, SpeeCAN Timeline for sharing disaster information on a map, and UGOKUMON, a cloud service for monitoring vehicles. The company leases data centres at three sites in Japan, handles server setup and maintenance itself and built its own IP telephone exchange. Its core technology is Japanese speech synthesis based on deep neural networks, with a dictionary of about 250,000 words, and it also sells audio software such as AcousticCore and VoiceAid.

History and recognition

SpeeCAN was first sold in 2002, SpeeCAN RAIDEN and 119RAIDEN launched in 2009, NET119 in 2019 and UGOKUMON in 2022. SpeeCAN RAIDEN received the Minister of Internal Affairs and Communications Award at the ASPIC Cloud Award 2023. In August 2026 the company signed a basic agreement with a hospital in Chiang Mai, Thailand, to develop an emergency medical cloud system.
