A nearly $10 billion Treasury programme that funds states, DC, territories and Tribal governments to run their own small-business capital programmes, including equity/venture capital, loan participation and loan guarantees. Startups apply to their state or Tribal programme, not to Treasury, and eligible vehicles include seed funds, venture capital funds and accelerators acting as funds.
