About Small Business Innovation Research (SBIR)

Small Business Innovation Research (SBIR) is a federal programme. The SBA coordinates it, and 11 participating agencies fund it. It gives US for-profit small businesses phased R&D awards, moving from proof of concept to development. The awards are non-dilutive, so the government takes no equity or intellectual property.

Its authority lapsed on 1 October 2025 and was reauthorised on 13 April 2026, running through 30 September 2031.

  • Phase I: proof-of-concept awards to show that an idea can work.
  • Phase II: development awards, typically limited to companies that received a Phase I award.
  • Phase III: no SBIR or STTR funding is awarded at this stage.
  • Commercialisation support: funding designed to help a technology reach commercialisation.

Who it works with

For-profit businesses in the US with fewer than 500 employees, owned and controlled by US citizens or permanent residents. Non-profit organisations cannot receive awards directly.
