Japan opens FY2027 government cloud tenders to supplier comment
6 October 2026: Japan's Digital Agency has opened four requests for comments on fiscal 2027 procurements, including network connection support for government information systems that run on Government Cloud, and published version 2.4 of its Government Interoperability Framework. All of it appeared on 6 October.
Not yet independently verified. Single source: the Digital Agency's own pages, with titles translated by us from Japanese. The comment deadlines sit on the Government Procurement Portal and we have not read them. We will update this when it can be confirmed, and remove this note.
The four requests for comments are listed on the agency's procurement page, each marked as covered by the WTO procurement agreement. Titles are translated from Japanese:
- Provision of software and services (FY2027) on the second-phase Government Common Platform
- Project management support work (FY2027) on the second-phase Government Common Platform
- Operation management work (FY2027) on the second-phase Government Common Platform
- Services for network connection support for government information systems that use Government Cloud (FY2027)
A request for comments is the step before a tender: the agency asks suppliers to react to the draft requirements before it fixes the specification. The agency's list also shows an earlier request, dated 2 October, for FY2027 operation and maintenance of the system that links and uses national qualification information. The page itself does not give the comment deadlines; the links lead to the Government Procurement Portal, where each notice carries a case number.
The Government Interoperability Framework (GIF) is the agency's practical guidebook of data models for sharing data between systems. It publishes implementation data models, core data models, which define basic structures for people, corporations, contact details, addresses and facilities, and core data parts, which fix formats for items such as dates and addresses. The agency says it opened a GIF download site on 6 October and updated the full document set, a 20,176 KB ZIP, the same day. GIF has also been published on GitHub since 13 October 2022.
The agency's pages do not list what changed between version 2.3 and 2.4. Vendors that map their products to GIF data models should compare the two document sets before their next government bid.
