Ruby UTCP

Ruby UTCP brings version 1.1 of the Universal Tool Calling Protocol to Ruby, and it carries an MIT licence from the protocol's own organisation. It lets an agent read a tool's manual to learn what the tool does and where it lives, then call that tool directly over its own protocol. Developers building agents in Ruby can store and search those manuals locally.
